Karst ground, lot rules, and permits in west Volusia
West Volusia sits on karst limestone, and this part of the county has enough sinkhole history that site evaluation is not a formality. Where the posts go and how the pad is built matter, and we would rather spend time on that than warranty a building that settles.
Inside Deltona, permits go through the city and the practical limits are usually lot coverage, setbacks, and sometimes deed restrictions on materials. Outside the city, Volusia County issues the permit and the rules open up considerably.
The ground itself is sandy and drains well in most spots, but the low areas near the lakes and wetlands hold water through the rainy season. Pad height is the fix, and it is cheap compared to living with a wet slab.
