Jurisdictions, zoning, and where building is still easy
This county has a lot of separate building departments. Orlando, Apopka, Winter Garden, Ocoee, Maitland, Winter Park, and others issue their own permits, and unincorporated land goes through Orange County. The requirements are not identical, so the address decides the process.
Zoning and lot coverage do more to shape projects here than engineering does. On a typical suburban parcel the building size is set by setbacks and coverage limits long before anyone thinks about spans.
